Pretty sure this Agent 'Clockwork VIIX' is flagged wrongly as a Gnome when it should be a Clockwork. Quests ask for a Benevolent Clockwork of which the only one is a low level Clockwork Mender who pushes success % lower since he is of the wrong class for the quest.
The quests are actually wrong and should have gnome instead of clockwork for the one's he's supposed to match. I thought the same thing at first, the agent should be flagged a clockwork and not a gnome. But if you go back and check the lore, he's actually a gnome and not a clockwork. Either way, one of the 2 should change so he matches all the traits when he's supposed to be the best match.
