It's been that way since ToV launch, and yes, they are aware that killing the wolves count as birds as far as achievements go. Theres a thread buried somewhere around here where they mentioned it and may or may not do anything about it.
This is a known issue. The race def entry for the wolf was previously reserved for a bird NPC that we did not get, and so the entry was repurposed, but this was after data was added for slayer achievements. We have a ticket tracking it.
