So is Lesson of the Devoted disabled on Firiona Vie server? I tried to use it on two different chars that got there through the server merge. On both players, I got a message that it failed and reset timer was reset, meaning I could still use it. But under the circumstances, I could not.

It is not disabled. No idea why yours is not working.

Can you use other abilities and are you sure you haven't used it in the last 18 hours or whatever it is?

You get that message when you’re at your buff limit.
