Some more info that may or may not help figure out the issue. I tried changing the zoom for several different settings from 50% to 150% and they all acted the same in reference to the ability to use the buttons.
Found the CSS error. The "breadbox" in HTML comes after "sharePage" (Share This Page), but they are using CSS negative top position values to move it up. This is causing Chrome to render the DIV over the buttons. It is less adverse in Firefox where we only lose a tiny amount of clickable area at the bottom of the button. This is potentially correctable depending on what access they have to the source files (though it seems like this may be a hosted forum).
