Heroic Dex is the worst, it's not as if warriors can DPS so why bother. PLUS tanks are suppose to tank, not DPS. Your job is to get agro on the mobs and survive. Know your one and only role is to tank, don't worry about the pars. Keep the real DPS from getting agro and dieing. Get a real tanking stat like AGI or STAM, those will obviously make the difference between surviving and facep-lanting in raids and group content.
Heroic Dex is not only about DPS. It improves their tanking more than Agi and Stam as well as their dps. Tanks should use either heal or rune procs. You also get an increased parry from Heroic dex that helps tanking. The increases proc rate/parry rate helps with tanking more than agility or stam for most players.
