Only on character creation, and only if you are an All Access member. At the character select screen there will be a drop down menu where you can select either Crescent Reach or original home city [if you are a free to play account the old home cities are not an option, you must start in Crescent Reach.]
Check out the Newbie Zone forums. That will be a more appropriate forum to post in since you are not on a TLP.
