Fixed Internally Overseer 100% conversion fails

    Just done a conversion with 100% sucess rate and it failed!

    The system is totally bugged I think. I have noticed that chance to success increases depending on which agent you pick for the job. But I have seen the chance increase to success even when the person you are selecting doesn't match trade or any of the other race etc types. So why does the chance increase if the agent doesn't match anything for what they are looking for?

    Something in the way it is calculating the rate is wrong.

    My personal theory with no evidence to back it up is that Agents are not actually modifying the % chance to succeed.
