Fixed Internally Velium Infused Charm of Security issue

    It seems the Velium Infused charm of Security does not take into account Platinum Efreeti boots.
    It was mentioned that the TBL chase items were to be included when taking into account the ToV charm stats

    the bug is different and makes it seem like the boots fail.
