Phinigel: NPC Falmonius missing

    Falmonius for the quest "This Can't Be Good!" http://everquest.allakhazam.com/db/quest.html?quest=6035 is not in the game in PoK library. He is part of RoF mercenary task progression.

    Please verify and correct this issue as it prevents people from completely finishing 3 zones, Zeixshi-Kar's Awakening, Crystal Caverns: Fragment of Fear, and Kael Drakkel: The King's Madness.

    I forced him to spawn and found out why he didn't for the future (A super long re-spawn time, and the system then enables for progression unlocks doesn't try to spawn again until the re-spawn time is up)
