There is a bokon consistently spawning under the world in the mission: To The Brave, Go The Spoils! He has my shiny and...in all seriousness might be why An Ounce of Fetid Flesh has such a rare collection rate.

(The Bokon High Council, Head of the Snake) http://everquest.allakhazam.com/db/quest.html?quest=8193 I got one drop doing The Bokon High Council this week but was unhappy with the locked door and more mobs behind them.
