The Devs are confusing at times, they refuse to make changes without the OK from some classes but then will make changes to other classes without even saying anything. They (and you) would have to know that the PH in question is for Quillmane. There are like 20-30 mobs which it can spawn as, and those mobs can actually spawn in other places. When the original (Combine & Sleeper) Progression servers were launched, the Devs at that time did a huge revamp to nerf melee damage, so that it was closer to what it was like when the game just started. This was a universal change which had a big impact on Live servers negatively, most keenly at lower levels.
So, you only have to do a quick search on Allah's to find out that "an elephant" only spawns as a Quillmane PH. So said charmer and his ranger box can just wait till "an elephant" spawns and then charm that PH and lock it down. The fix for this is to simply make "an elephant" a possible spawn for many other things. The upside: you will have a better shot as NOT being griefed by some donkey chanter. The downside: you will have a heck of a time trying to find the PH for Quillmane because that was the easiest way of finding the PH. PS--IF said chanter and his ranger box knows the other small ways to determine the quillmane PH, then is is harder for everyone, but that donkey will have his day regardless. PPS--The beautiful thing is petitions for this specific kind of greifing are apparently being taken quite seriously.
