VoS Pre-Launch events on Phinny?

I was wondering if Phinny will get these quests unlocked before VoA goes live. Would be awesome to be able to get the Dirigible mount.

Not only that, when the expansion launches, it will probably not work correctly at all. On Fippy, the launch quests weren't ever available, and then when the expansion did launch, we were able to unlock the ports/guild hall stone etc only to have the whole thing reset about three weeks in and have to start all over. The next two expansions, which featured quarterly content releases, were even worse, with us losing access to t3 and t4 zones just when we were pushing to beat RoF as I recall, and having to wait an extra month for the zones to unlock a second time (with the devs doing absolutely nothing to help.) I have not seen any patch notes indicating they have addressed these issues, but who knows...

Well that's going to be a fun surprise.
