I think the problem is that the Calendar says 5:00 PM to 11:00 PM which is a pretty big window for an unlock. In fact it says that for all of the TLP expansion release times, which is odd because I want to say Phinny was always at 3:00 PM. All EST.
They give us a window instead of an exact time, because when they used to give exact times people would complain at 1 minute past that they couldn't get in.
In general it is within 5 minutes of the time on the Calendar (Which adjusts for your local time. It's 2pm Pacific time) But sometimes some part take an hour or so to propagate. Thus we give a wide window. So the estimate is 2 to 6 pm PST. As the Calendar says
PoP is almost always screwed initially especially with PoK stones, tranquility etc. So dont expect much today, but be happy if it works fine.
