The answer to the question what "are" they casting isn't especially material when discussing what's effectively a complete class rebuild. The overall idea is that necromancers should have full time casting to do off've one fighting spell bar just like every other class.

Alliance is a 1/minute cast, which approximates another dot from a spell bar & fighting cast time perspective. Which is fine, I like alliance spells. But doesn't really fit the role of what to spend all the time on while big dots run.

Impose certainly qualifies. But to look at current options, the other ... 5/6ths, about, since Impose it 1/ 2ticks? of their time has just the candidates of Skele Swarm & 3*Swifts (presuming they're left unlinked / stack freely with chunkier "real" dots). That still leaves room for some new spell, imo. Currently a lifesap can fill in to make almost full time casting with 6 spells, which is probably good enough along with refreshing real dots? but no flexibility. Those then are the only setup for a full spell cycle.

Eh, just speculation. Who knows what's actually happening on the desk of whatever actual dev.

Typical Friday developer summary of week dialogue:

Boss: "Ok employees, what did we accomplish with RoS and what are we going to accomplish next week? "Shamans get nerfed?
    Employee: "yes boss"
    Boss: "Druids get nerfed?"
    Employee: "yes boss"
    Boss: "Enchanters get nerfed?"
    Employee: "yes boss"
    Boss: "Mages get nerfed?"
Employee: "scheduled for next week boss"
    Boss: "Bards get nerfed?"
    ...everyone laughs...
Boss: "ok great, looks like we are all prepped for the next expansion. Have we reduced the long list of bugs in game?"
    ...everyone laughs...
"Ok, see you guys on Monday, have a good weekend"
