Hmm, would be an odd-looking new race, hipsters of Norrath: short, gnome proportions with stubby little lizard tails and scales... gnome style facial hair and hairstyles. Beards a must. Only wear cloth because leather is cruel and steel is too smoky in production. Rejected by both societies, they would have to join the forsaken and live as bards, rogues, rangers and druids worshipping Bristlebane living in tents, singing angst-filled songs of the trees they've loved and lost, and the caves they can never return to because of the star-crossed love of their parents.

Gnomes are anathema and abominations! Suggesting that any Iksar would degrade themselves to the extent of breeding with one is outrageous! That sort of poor judgement is something dorfs are more likely to exhibit when in a drunken stupor (as they frequently are).
I think the Kly would be quite willing to cook up such an experiment. This thread has convinced me this would be a great NPC addition, as long as they look like gremlins and (hopefully) somehow we can get the illusion.
Ring of Scale will now introduce a new raid featuring a Gnome Iksar raid boss a few weeks after the expansion launches just due to this thread.
I want to make a gnome iksar. Why can't I? This is the devs never giving the players what we want. WE DEMAND GNOME IKSARS, AND WE DEMAND THEM NOW!!! (for the record, in case you didn't catch the sarcasm, yes I got it.)
