   I wanted to do this mission / task but even i could trigger it, i wasnt able to start, since Nisha Lightbrook isnt where she suposed to be.

   The spawn is restricted to Depths of Darkhollow.
   The content was implemented after Dragons and before Darkhollow, but definitely closer to Dragons. We can look into this further later.
