Sorry for the uninteresting explanation, but this is just a typo in the item data... it's a case of using +1 instead of -1.
Those are for Argin-Hiz prelaunch quests. The quests are available on Test already, if you want to /testcopy and check them out.
I can't testcopy because I made the choice of using my free heroic toon boost on my already leveled lvl 100 for a few minor perks since it was unstated that doing so would forbid you from /testcopying ever again.
