The link for Circle of Prophets from OP just comes back to main EQ forum menu. So still searching for new player/returning player friendly guild on Cazic Thule. If need be I will create a guild for this. I was Guild Leader for Divine Intervention on Cazic Thule for 4-1/2 years, back in the early 2000's. If I cannot find a suitable guild and have to create one, I will post link to website here within a few days.

The EQ wiki has a pretty good list for CT guilds. For more family guilds, I am not as sure because some do not have websites (Dark Aegis for example).
