Look in your combat ability window for the level 116 spell not the level 250 one. The level 116 one is the one you actually cast and the level 250...
That is normal behavior, the bags fill left to right and then down a row and repeat, they do not go down the first column and then over to the second...
Just to double check, you didn't turn in a Tome of Order and Discord to a Priest of Discord did you? Is your character's name red? I just tested it...
