There was a delay of several days between the tier unlocks in RoF on Miragul as well a few years ago.
They didn't crash they were brought down with a system message saying they were coming down.
Is it registering as a miss in your combat window or does it just do nothing? If it does nothing then maybe it is related to the line of sight issues...

Just to check, in what context did you get the AAs? Was it completing a quest? Killing a mob? There are some quests such as the epic 1.5 and 2.0...
