I'm confused. I thought the hotfix patch was supposed to fix this. what was the hotfix patch for? and is this going to be fix at some point?

please activate the agnar transfer to yelinak. it's already 3 expansions late.
please Agnarr to yelinak transfer, they have the same ruleset and yelinak is now past agnarr.

this is not correct; agnarr can actually transfer to quite a few TLPs. so long as the base rule is the same, and they are ahead of the Agnarr.
