Fixed Internally Necro - 120 spell Proclamation for Blood procs previous version of Chaotic Power X

    The new necro level 120 spell Proclamation for Blood only procs the previous version of Chaotic Power X which affects level 115 and lower and "loses 10% per level over cap."

    This greatly reduces the benefit of the proc on all the new ToL spells.

    The Chaotic Power proc has always increased by 1 rank with every upgrade to our Impose for Blood line. By this standard, Proclamation for Blood should be procing Chaotic Power XI to include up to level 120 spells.

    If the intent was not to increase the damage bonus given by Chaotic Power X, it should at least cover up to level 120 spells and not lose 10% effectiveness per level for spells over 115.

    Back up to the top. Between this and not having type 3 focus augs (yet), there is no reason for Necros to use dots > level 115.

    A new spell needs to be created called "Chaotic Power XI" with a max level of 120. This spell never made it into beta. Instead, the newest necro spell "Proclamation for Blood" [63472-4] (level 120 spell) is still proccing the old proc "Chaotic Power X", which has a max level limit of 115.

    Max Hits: 25 Matching Spells
    1: Increase Spell Damage by 60% to 190% (v124, Before DoT Crit, After Nuke Crit)
    2: Limit Max Level: 115 (lose 10% per level)
    3: Limit Effect: Current HP less than -100
    4: Limit Min Duration: 24s
    5: Limit Type: Detrimental
    6: Limit Target: Exclude Caster AE
    7: Limit Target: Exclude Caster PB
    8: Limit Target: Exclude Target AE
    9: Limit Target: Exclude Old Giants
    10: Limit Target: Exclude Old Dragons
    11: Limit Type: Exclude Combat Skills
    12: Limit Min Mana Cost: 10

    This was reported on beta three times in /bug late October early November. Then I posted in the bug forums late November and it was confirmed. I assumed this was going to be fixed in January but "QA in progress" tag means that is unlikely.

    Hope it gets fixed because it's otherwise not worth it for me to use spells 116-120.

    Not addressed in latest Test Server patch.

    We don't know yet, but it wasn't in the patch notes (unless you were able to get on and test it Xellen)

    Nope still locked. Just reviewed the notes as this and Funeral Pyre AA were holding back our DPS and really thought they would have addressed it after all the posts and bug reports. But at least they updated our Blood-Soaked weapon graphics. That's good to see.

    People working on art assets are not generally the same people working on fixing these kinds of defects.

    So hire less art people and more developers. Or hire someone who can do both. These are strategic choices.

    And they didn't actually update the Blood Soaked so that's neat. Lots of things to work on.

    Yep, makes things frustrating when you can't use new spells for over 2 months after release because it's a loss of dps to do so. Chaotic power, funeral pyre, type 3's all standing in the way.
