I suppose for most this isnt much of an issue. Raiders will use this for tribute. For those in the group game this has been the way since the luck stat was introduced in TBL which at the time was fine, but when TOV was introduced and you were in TBL rank 2 gear, how many upgraded to TOV rk 1 group gear? Yes it was an upgrade to ac/hps/mana but it was a downgrade to luck. Raid gear has never been that way from TBL, T1 raid gear had luck on them. I wonder what the feedback would have been like had it mirrored the group gear.
There is really only 1 tier of raid gear recently as all raids drop the same level of gear. You could argue that the armor created from trade skill drops is a second tier but like the other drops it is from all the raids equally.
That said, it still means that as a group game player, you lose luck on your item completely if you upgrade to a tier 1 item from the next expansion.
It's because tier 1 group is non prestige (free to play), and luck is reserved for All Access. All raid gear is prestige, so the non vis have luck.
