npc tikesh in the cabilis monk guild says nothing if you hail her, but if you try to give her small froglok bone vial you get a message saying you have to turn in all quest items at once to complete the quest. since the vial drops in sebilis crypt it may be for the crypt key.
I have spotted Tortured Wraith roaming the the ruins around Sebilis entrance and also in the graveyard near Emperor Ganak.

seems quest in Overthere might be bugged got to step to turn in Thin Crystal Orb. Essence of Night and words of Night, I turned all 3 in got faction hit and message for next step but never received Orb of Night for next step. I checked outputfile and no orb sadthing that invoker scroll was so painfully rare I really hate to camp that all over again

The pattern I've seen so far is, if it's an item we don't have on Alla, it's from a NPC that we don't even have on our site as well. These are the NPC's that are dropping these new quest items. So might compare tracking in Kunark zones and find "NEW" npc's. Since we don't have Rusty Mithril Sword, I'm sure it's from a NPC we haven't seen before. But then again some of these new NPC's have placeholders and spawn like rare named too so good luck.
I can confirm the Rusty Blade does drop, is from an NPC that has been around for a long time, and not all of these new quest items come from Kunark. Happy hunting!
Still hoping for discovery of more quests. I have a couple quest-tagged items looted in recent days that remain unknown use.
