CR doesn't matter. Even though your gear you wear still takes damage. If I know I'm going to be running legends for awhile, I stash my gear in the bank. Repair costs aren't a concern, it's just the principle. And I'm stubborn. The worst character will vary from person to person. No matter which one you say is the worst, there will be somebody that plays the toon well. All of them have little hidden tricks and nuances that you need to learn. Focus on your counters first and foremost. For what it's worth, my favorite toon to play is Circe or Catwoman. And the worst is Superman. But, that's just my opinion.
It also depends on which map your running. My favourites are Dr Fate and Circe but I struggle with those in smaller arenas like lair battles where you can be focus fired more effectively. In larger more open environments I can hang back and use their ranged combos to dish out large amounts of damage.
Superman, with Steel close behind, IMO. I used to love Steel, but his health is so low you are at an extreme disadvantage whenever you use him, you can easily put out quite a bit more damage then you're opponent and still lose simply because you are giving up so much health (It can be up to around 18-1900 points or more against characters like Harley, 2-Face, and Bane). Superman is just all around weak. In the minds of pretty much everyone he's been at the bottom of the barrel for a while now. And I've never had much success with him against capable opponents, his attacks don't hit hard, he has no shields or defensive powers, and the vulnerability of some of his powers really cripples their effectiveness.
Well I've always heard it was Superman. I used to beat him up pretty easy. Then I went and bought him... Now I can definitely tell you its Superman. How in the hell can Superman...Superman be the weakest Legend character? When Robin and Harley are stronger than Superman, whoever is in charge of Legends needs to reevaluate the situation. Supes the weakest character... smh
I haven't used her yet. But, I was able to rip through her too easily anytime I faced her last night. Her HP seems really low. I'm about to get on and buy her. Only need 10 more marks. Then it will be my turn for the learning curve.
Honestly I ripped through her very easily last night, even being as out of practice as I am. You need to take into account that the people you're fighting against are still getting used to her. As per the topic at hand: Superman.
I never see steel anymore like I use to to before GU 36 or JS IMO it would be those to just because they health are so low. I see people getting it done with JS but not many. I usually run with Bizarro and Amon Sur or the Joker I have every Legends character unlock and haven't been able to play with them all. But yea sorry for swaying off topic.

Superman non believers make me sad he's not bad, but he's fat from great. IMO I would have to say cheeta is the worst, she is a failed copy of catwoman with none of catwoman's good traits, her animations are way too long, her shield used to reflect all damage dealt back but now it just throws might ticks back at the opponent, her dot is alright but it's single target with a long animation. Why on earth does cheeta have the longest animations of any legend character ? P.S. Her berserk under 35% is pretty good but you can't really take advantage of it with your powers.
It does take the second most amount of hits to strip out of any shield however (after WWs) which means it's one of the most effective, she actually has some great survivability combined with her finisher heal too. Problem is her damage is awful and her animation times are awful, beyond 2v2 she's definitely the weakest. It's a shame because she plays exactly the opposite of how she was intended.
Lol yeah she was advertised as the fastest legend character, I assumed they meant more than movement speed lol.
The problem with that is you can't take too many hits before you go down. The tactic I used was to get down to where I had berserker active then pop my shield. Even still she is pretty bad due to her animation times vs damage out. I'm surprised she didn't get sped up during the animation pass actually.
