    That happens because the client communicates with the server to retrieve the info on your account about how many toons you can have AFTER you load your toons, rather than before. Because of this you can see your toons when server is offline, but a number/0. If it was the other way around, you wouldn't even be able to make to the selection screen if the server was off.
