He must mean Jake Trask - The Separated Man!

I HAD to google that myself... Using thew links on this FANDOM WIKI site the "super Villain appears to have made a total of three appearances in DC COMICS and the most recent was 1988?

This comic featured him in 1972

He shows up here in 1965

And here in 1988

Now according to this reference LOIS AND CLARK he did also appear on that TV show but from the article it doesn't appear that version even gave him any super powers .. Just an Evil Corrupt Government Official determined to find and kill Superman.

Then in 1965 he switched sides and showed up in marvel comic books with a new first name.. Bolivar (OBVIOUSLY MADE UP .. I mean come on who names their kid Bolivar? ) And becomes an evil scientist that creates the Sentinels designed to hunt down Mutants.

He also appears to have been hit by a shrink ray since he now looks like this in the X Men Film.......
