Run Legends first. Legends has uniform stats so you won't be competing at a gear deficiency. Robin is either free or cheap, depending on if you are Hero or Villain, and he's a decent enough starter. Once you've got a full suit of PvP gear, if you want to swap to Arenas, go for it. Though personally, I found them to be a bit more annoying, and both Arenas and Legends give the same amount of Marks of Victory, so focusing on just one thing for a while can let you work on grinding up some of those wins feats without having to split your wins across multiple different maps.

Not expressly in the way that people get drops, the way iconic styles drop in PvE content. However, the PvP style sets do have a lot of really neat and unique styles on the gear as you progress. And the PvP suits that are labeled as "retired" are still totally available for purchase through PvP marks. They just no longer have stats on them; they are style-only pieces.
