    Shined Brass with the Enhanced Commander Steel Emblem.

    Shined Brass Shield style=Available from Character Creation. Not sure where it drops if you don't make a starter character with it.(Although, you could probably make an alt with a shield brass shield starter weapon, and then use style unlocking to have it for your primary toon.)

    Enhanced Commander Steel= Booster Gold/Second Chance Vendor in the Watchtower/Hall of Doom. It's also available from the Team Up capsules, but the booster gold method is more direct if you have the quarks for it.

    I think you can get the Shined Brass Shield from the unattuned Shield weapon that can drop in the Amazon Fury 1 Iconic solos.
