I would much rather see their efficiency. Example, in Brothers in Arms, I did 1.1 million damage while only getting 145,000 power in. I wish I could remember my healing in. I'm sure it wasn't too pretty though. No one cares how much damage you do if you're a drain on the group. If you can do serious damage while also not stressing the healer(s) and controller(s), then you know you're an awesome DPS.

Your efficiency measure is a farce.The case you describe will always bring HL on top. The power set has combos which you can use at minimal power cost and also sustain decent damage. HL can in fact use infinite chain of combos and never use power. Might based power set will be at a natural disadvantage since they require more power to be effective. Also, if you pop in colas every now and then, it adds to power in/out and healing in/out, therefore, it is difficult to decipher what was your actual intake.

Your non sense about not being a burden on the group is the most absurd. If the controller is capable of giving power, should the DPS not use power to be an awesome one? Electric healers are power guzzlers, are they not a burden on the group from the get go? Do you mean to say that everyone else except the DPS is entitled to power but as soon as DPS starts using it, he becomes a burden on the group?

Your logic is flawed and in my opinion you can't be a decent DPS with just 109 skill points. DPS innates require 143 minimum SP and if you use some additional weapon combos apart from the basic four in the skill tree and add some movement innates, you would need at least 150 SP.

What was your gear at the time? T4 modded? Then no. That just counts as boring to do.

My guess is he means not being only slightly ahead of second in Damage Out, while having more than double his Power In. I've seen that before, and I always appreciated the second-place one more than the first. If first has double the Power In and double the Damage Out though, then I would definitely say the first place person was better, and second needs to use his powers more. Its one thing to be a power guzzler who doesn't use his power wisely, but its another to be one who uses alot of power to be great at his role.

My opinion was regarding Heartsbane after reading his opinion about DPS efficiency.
One could be a good DPS irrespective of the skill points and gear at his or her own level. However, I would not undermine the need for all DPS innates, the extra might and precision goes a long way when it comes to dealing damage and makes a big difference in your damage output.

Agreed, though I'd add Vitalization in there if you are going to be a power hog. After all, every bit helps.
