I thought I had heard of this one, but didn't find any existing bug reports when I searched 'starboy' so i'm dropping in a new one. Ran the elite raid for feats the other day with a group where most of the people needed either the 2nd half (defeat more than 12 of the juvenile starros in the last boss fight), or both halves of the feat. As we were working on the vent feat as well we were killing the juvenile starros as we ran the rocks back and forth to the vents, but were not actively keeping count of them. We had 4 rounds of starro spitting them out, so with 3 per round we should have had 12, but that half did not register for anyone who needed it. We re-ran the raid, but this time actively kept count and ended up knocking out 15 of them for sure, but still the 'kill 12' half did not register and there were several people who had it open to check for it. Anyone else see this one before?
