According to the DCUO wiki, these are supposed to drop from collection nodes in the Doomed Washington DC open world as well as DTSD, but I've done several runs with radars in the open world, have gathered 70-80 items, and not a single item in this collection has dropped for me. Are they just really rare, or are they only actually available in DTSD?
Only from the raid as far as i know. Collections never dropped in 2 different locations so far and this doesnt seem to change.
