Possibly, but the impression I get is the devs decided there's no reason for people to not run Regular, because you can get Renown in Regular and Casual, so they made the feats for Regular and Elite separate.

In other words, they want you to run through the instances on Regular, until you get all the feats, and then run through them again on Elite to get the Elite feats, and "hey shut up because we're giving you renown for Regular, too."

Need a superman story arc so we can get a casual/reg/elite Doomsday or FOS3 raid in flashback.
