Revamp the Iconic Tree. This would be separate from the traditional approach of making powers. It would have access to AM's and powers that compliment WM. More importantly, the Iconic powers would "innately synergize" with all other powers. These powers would change their look to suit the powers players use with the "Villain" or "Superhero" that it corresponds to. Ex: Using Freeze Breath for Nature would have a nature-esque visual. Iconic powers would change their function to compliment other power sets. Nature excels applying DoTs, so Freeze Breath would no longer root but share what that power excels at. However, Iconic powers have a unique function shared by all power sets. If a user of Nature was to hold square while using Freeze Breath, it would change from a DoT to slowing the target. Holding it down long enough may freeze the target. Doing this would ignite an animation that shows a "new version" of Superman's Freeze Breath. A unique chime would indicate that you have performed it successfully. This unique move would be powered by the Supercharge Bar. The cost would share Rage's unique Vindictive system accept it would be triggered by holding a button (e.g. square). Note: Continuously holding square will drain the Supercharge quite quickly. Even so, it may interesting to try it just for the animation (see below)... (Possible spoiler(s): The Iconic power's AM would be aligned with powers closely resembling to whom it belongs to within the DCU. This can mean that powers within their own Power Set that were not originally a part of its own AM, would be. However, you must use the Iconic Power for this to happen. Example: Localized Tremor would become an AM if used with Freezing Breath. If you use multiple Iconic powers you could gain access to more powers affiliated a Hero/Villain style. Remember: you only have so many slots. Conclusion: Just like Weapon Mastery, this would be given for free to the community. To me, this idea is not a Power Set but supplements Power Sets. It may allow free users more self-expression to be the Hero or Villain they want to play. This also may give the rest of the community more room to experiment with their Power Sets. Note: This is a "Timeless" idea. Whenever the developers are ready to do something "unorthodox" the idea is "here".
I'm not even going to read all that, fact is Iconic powers are long overdue a change, and considering how stale they are any change would be a good one. On a side note I once suggested a different point system for iconic powers, even a separate bar that would allow for more and better use of them, this plus some of your ideas I believe would be great.
So much could be done with the Iconic powers. I'd love to have them re-skinned to match your power set, but if that happened they'd stop being-- you know-- Iconic. A lot of players want to play a Kryptonian-- they don't want their freeze breath looking like rocks or spores. A lot of Fire players would like a Flaming lasso, but there are at least a few that play amazons and like the look of the lasso. I would personally absolutely love to see them revamped and made good again. Even if they did it one power at a time. And then-- you know-- there's the movement mode powers......
Maybe we'll see a revamp when they're done with the mid-range balancing. Look forward to 2017 iconic revamp.

(Green Arrow) From The Shadows: Cloaks your movements in secrecy. Gain +1 Stealth on Activation. No Special Attacks. (Deathstroke, Green Arrow) Healing Factor: 35% Super-charge. Provides a large burst of healing to yourself & one ally. (Deathstroke) The Stamina of Shu: You are resistant to strikes of Meta origin, reducing damage from Meta sources by 35% and attacking characters of Meta origin inspires Confidence in you, increasing your damage by 50%.
