According to the wiki, this mission should auto-trigger for Heroes when they hit Lv 23. This did not happen for any of my characters who hit Lv 23 by levelling, nor any of those that got a Boost to Lv 30. Do I have to complete all Hero Missions from the lower-level missions in order for it to trigger?
Yes. It's like your Mentor mission that nominally triggers at Level 15, and the tour of your HQ that nominally triggers at Level 10 - if you haven't completed the previous missions, it will trigger when you have. Incidentally, when you boost to Level 30 (or in fact, 27), you'll be missing a lot of Styles from the earlier content. It appears that you get granted the Styles from the Mission and Side Mission gear drops (if they are autocompleted at the CR you boosted to), but not the Boss fights, or any other set drops from instances (like Edward & Eddie in the Gotham Sewers, and the Ancient Bloodroot in The Greenhouse). For that reason alone it's worth going back to run them until you get all the Style pieces.
Speaking of Side-Bosses: does Diego in the Distribution Centre still drops his pants belt? It's just the regular Biker belt, butt it was called "Diego's Plat Belt" (forget what 'Plat' is short for, limited space for notes so tend to abbreviate a lot of the earlier gear). Last few times doing that Instance he hasn't been dropping the belt
Diego's Plated Belt - No. It was removed some time back (a year at least), but you can still pick up the Biker Waist style elsewhere (Safehouse Vendors, for instance). I'm in the process of building a complete Styles list for levels 1-30 (which will be expanded into the post-30 content as I have time), since this was never done by any of the old sites that listed Style drops. DCUObloguide's Style locator is incomplete, and outdated, so this is intended to make life easier for people missing Style Feats (which will be most CR skippers, I imagine?). Incidentally, would people find it more useful for me to work backwards from JLD, or forwards from T1? I'm guessing the latter, since recent DLCs have been largely duplicating old Styles in their non-Vendor gear?
Wiki is a bit out of date, the game has been through a great deal of changes over it's 8 years. Up until, I believe 2014 (could have been 2013, late) the game progression did follow levels to unlock missions during the 1-30 leveling part of it. But then they did a major update (can't remember which one, to long ago) that changed everything from a level progression to a mission progression, meaning you have to complete missions to unlock other missions, levels no longer do that. That update also massively lowered the difficulty of that section of the game, making what was near nightmare at level boss fights such as Bane, Deathstroke and Bruno Mannheim simple cake walks. So basically you are going to have to do whatever lower leveled missions that are in your journals before you can do that storyline. But no worries they are all good stories and there are tons of easy feats to get.
Was afraid of that, unfortunately Chris sold her belt before decided to keep Named Gear Can actually get the Biker waist from the mission "Smash and Grab" (which is before you get to Diego, and probably why sold Diego's ) If you are not sure if you have done all the Side Missions, and rather than scour the cities looking for an NPC hidden in the shadows somewhere, check your Feat list It may not tell you where to get the Side Mission, butt it will let you know if you are missing any
You can, but only for Joker Mentor - other Villains (and Heroes) have to make do with other sources... I also have a series of single-purpose Maps (called Pocket Gotham and Pocket Metropolis) which are single-screen overview maps of those Cities that show useful stuff like the locations of Side Missions, Briefings or Investigations from a single set, Exploration nodes, and even the "brown areas" from Mission arcs, in case you need to go back and find/do something.
D'oh! Shoulda realised that that mission wouldn't be for everyone! Other characters either got it from Diego, or not at all (other villains may get the Diego and Bane missions, butt they don't get "Smash and Grab") What are "brown areas"?
The extents of a particular mission that shows up shaded brown on your map. Usually all the Investigations, Briefings, and Side Missions for that part of a Mission arc are in or very near to them. It was very useful for me when I was starting out to remember where I had been, so if I got to the end of the Boss instance and found I had missed an Investigation or Briefing piece, I would know whereabouts it might be.
Other Villains can pick it up from Agent Kiki (Brutal Outlaw's Belt) in the Burnley Nightclub at Level 19.

Heroes can get gear that is Item Level 17 (requires Character Level of 19) at Mid Town MPD (Ciro?) and Diamond District GCPD (Biker). I know like 90-ish% of what is available in Character Creation is in the HQ Vendors in the War Room/Pit, and some of which is in the Safehouses as gear; a few styles are cheaper as Gear @ the Safehouses than just buying the style outright. It would be helpful to know those locations since X-ray vision is not in the game, and tall buildings will block the pale purple Light Columns used to draw attention to Quest Givers. And in regard to the wiki. that clears things up a bit, as some missions had their entries updated to show & link the missions immediately before & after.
i think you should pretty much have the idea for the post already here. Fact is it used to be you had most if not all the previous missions done before that came up .. NOW? Heck I have had alts that were level 26 or 27 before that became available. Hey the same is true of a lot of stuff in game. LOOK at arftfacts .. when they first arrived in game you had to be level 20 to get an invite from Constantine and do the tutorial to get that first artifact and start grabbing nth metal.. NOW? at level 10 I can travel to doomed Metropolis and have an artifact after I complete the tutorial for that zone. Heck last alt I created hit Doomed Metropolis and the event version of Atlantis and I had four Artifact and had a couple of the artifacts way above level 20 by the time Johnny boy call and invited me to the Oblivion Bar. That same alt had three artifacts leveled to 60 by the time I hit level 30. Heck use to be once your alt hits level 30 you get invited to the Watch Tower, or Hall of Doom to chat with your mentor.... Now? same sort of thing. I have hit level 30 and had 2 or 3 missions left to go. I didn't get my invite to chat with my mentor until I completed the one where I defeat the Spectre. I had enough CR 30 and up armor that by the time I was chatting with my mentor and got handed my gift box filled with CR 27 gear... I was handing all of it to me support role because the stuff I was wearing was higher.
Mission levels are kind of skewed if you are using XP boosters or running Event content (well skewed moreso). I have an alt that I brought up to 'farming' level (level 10)and have never done another mission in the mission progression and she's level 23 now...just from running some events and cashing in the daily freebie mark at the 'go to XYZ location and talk to ABC person'. When the mission levels were first laid out it was under normal progression with no excess XP being applied like you have today. If you just keep playing the missions you should get the Religion of Crime missions....they are handed out in an order (although you can skip most of the 'side' missions if you don't care for the feats). @Ankh_Legacy nailed it; the mission chains were initially locked to the Character's Level; now they are chained in sequence from one mission to the next. Regardless of Level. And since most of my alts passed on those at Lv 10-12, that's a lot of content to catch up on. Thank you everyone.
