Proposed Changes to certain Iconic Powers

    Ok so as DCUO continues to work on balancing powers and giving users more options for DPS and support roles, I believe that revamping certain Iconic Powers one more time will help add more diversity to loadouts and make them more appealing to users. This can also assist players who wish be more like their iconic hero and be able to contribute at the same time. Plus the Devs have continually stated that if you want something changed or added, you must promote it and explain how exactly to improve it.

    I would like to edit power modifiers to strictly 40%, 45%, and 50% instead of just 40% and then be moved to the bottom with the passives coming up top. In order to justify getting the bottom higher 45% and 50% modifier powers, players will have to get two powers up top.

    two powers: (this number is up for debate) (can be passives, one of the 40% powers, or a SC) (Currently it's 3 powers to get to 45% modifiers and 4 powers to get to 50% modifiers)

    We want to promote diversity and so here some powers that I believe can be improved on.

    1) Amazonian Deflection: Deflects attacks, reducing your damage taken, while knocking down and possibly stunning enemies.

    Proposed Change: Allow toon to move around while using power, add invulnerability for either 5 seconds up to 10 seconds with Tank shield strength numbers (100%Dom,100%Resto). Time is debatable. Pretty much an exact copy of Wonder Woman's Bracer Deflection which has 100% Damage Immunity for 10 Seconds (or until the damage cap is broken) AND 100% CC Immunity for 10 Seconds.

    2) Batarang Multi-Shot: Unleashes Batarangs to knock down and stun your enemies.

    Proposed Change: Allow Batarangs to detonate an explosive on impact to leave enemies juggled similar to sticky bomb. Make it apply Dazed PI.

    3) Gag Glove: Launches a lead-filled boxing glove to damage and knock enemies back.

    Proposed Change: Add Dazed PI interaction. Increase power cost and modifier to 45%. Damage up to 8 enemies and split after 3. Make it damage similarly to Vortex Cannon with PI active and without it.

    4) Heat Vision: Blasts out ocular heat beams to ignite and repel your target.

    Proposed Change: Change to 50% modifier and cause additional damage to enemies at 35% health or below. Currently at 12 normal ticks and 7 burning DoT ticks. Change to 4 low ticks and then 2 medium ticks at above 35% with burning DoT of 7 extremely small ticks. At below 35% change to 4 low ticks and then 2 big ticks with burning DoT of 7 extremely small ticks. Very similar to Photon Blast except with burning DoT at end (which is small). Allow it to apply burning PI once burning DoT hits.

    5) Freezing Breath: Unleashes a freezing blast to chill, slow, and eventually freeze your enemies.

    Proposed Change: Change to 45% modifier and make it hit exactly like Cryo-Foam except with a longer animation (the same animation it has on Live) with higher base initial tick. DoT of 8 ticks with a big initial hit and 7 smaller ones following it. Make it apply Frostbite PI. Add additional DoT ticks if targets are already encased.

    6) Mesmerizing Lasso: Snags and draws in an enemy, temporarily stunning, grounding and causing damage over time.

    Proposed Change: Add melee precision combo option to kick enemies after they are pulled to you. Exactly like Wonder Woman's and Donna Troy's Truth Lasso.

    7) Venom Boost: Temporarily bestows increased strength and defense and damage to enemies from an experimental derivative of Venom

    Proposed Change: Since HL is getting their own weapon attack buff in the future, this power can now be converted into a much more interesting SC that can work like Ices Ice Elemental. A 50% SC that increases your health, defense/toughness, and critical attack chance/magnitude. Renders you immune to most Control effects. Form naturally grants 100% Damage absorption for the duration of the charge. If POSSIBLE make players toon increase size by 2x or if not simply add a green aura around body and muscles to show the effect.

    8) Word of Power

    Proposed Change: Increase damage hit into a burst type of attack to make up for lack of shield. Or add an electric shield that works like other shield/power SCs.

    9) Sonic Shout: Channels a cone of sonic energy to stun and damage enemies

    Proposed Change: Increase to 45% modifier and add Dazed PI interaction for increased damage. Big initial hit and then 3 lower ticks of damage. Change name to Sonic Cry.

    10) Sonic Cry: Unleashes a sound blast to damage, snare and stun enemies

    Proposed Change: Increase to 45% modifier and add Dazed PI interaction for increased damage and in order to push enemies back and away from you (not in magnitude but in height). Change name to Sonic Wave in representation of the DC character Vibe's powers. Change animation to Earth's Epi-Center with toon creating the current Live Sonic Cry effect coming from the top of the jump to bottom. Burst type of move with only one tick.

    11) X-Ray Vision: Boosts chances of detecting concealed enemies. Permanently Gain: +5 Perception

    Proposed Change: Permanently gain complete perception of Stealth/Invisible characters even if they are NPCs or opposing players. Give innate bonus of increased range on mid to close abilities (debatable) and allow user to see through objects by holding L1, L2 and R1, R2 while using up power (may require additional coding and a new mechanic to see through walls). New mechanic could be ideal to use for PvP if player specs into it. Look at Spytle's seeing through walls mechanic while glitching through Nexus map or when players leave Watchtower accidently. Work off that.

    12) Super-Strength: Girds you with strength to lift vehicles and smash opponents. Permanently Gain: +100% Weaponization Rating.

    Proposed Change: Reward players for choosing this ability. In future content add a lot of extremely large objects that this ability can pick up and so players can use at will. Make obstacles in instances that cannot be picked up unless a player has this ability. Powers such as Earth, Ice, and Fire should all benefit greatly from this. Innately give over 50% of your precision when using weapon combos and 50% of your Defense/Toughness should be given to you innately. It should increase precision of your weapons because when characters have superstrength they hit harder with weapons with greater potential energy and have higher resistance then other characters. These numbers can be debatable.
