I know I have said this before, But there are so many cool artifacts, and it comes down to either choosing the three best for your role and only using those or trying to accomplish the immense catastrophe that is artifact swapping. Allies are also in the category of just picking the best 2 and ignoring the rest. I sincerely find it would be easier to remove the cooldown on armory swapping so this way we have potentially 12 artifacts / 8 allies / 4 different loadouts to utilize. That or I know everyone is against it, letting you equip all artifacts but without the stat boost portion. Otherwise I am losing my enthusiasm for artifacts and allies and the mythical 2x Artifact weekends are seen over all as basically pointless even if they did show up again. Thank you for reading.
basically, you are asking the dev to turn an exploits into actual gameplay. armories was design to enable people to play multiple roles rather than lock into one, it's not for abusing an exploit that the dev yet to address. like any exploits, if you want to perform artifact swapping, do it manually instead of asking the dev to make it easier for you to abuse the exploits.
The devs are fixing this issue by making the content so easy, it doesnt matter which setup you use. You can freely choose which artifacts/allies you want to use now without any drawback.
Honestly given the choice between going in my inventory to swap 100x a fight, or having to activate and wait for the animation for the armory switch 100x a fight, I'd choose the inventory swapping. Right now I don't do so, but that would seem way quicker than the armory option...even if cooldowns were removed, or set to the out of combat delay only. Again, not endorsing swapping, just it seems that the armory method is even worse, especially if the whole team is doing it.
You're saying this almost as if you think it's a bad thing. You get to choose three whole artifacts to use, isn't that great? Choose the three artifacts that go with your character... seems simple. Change your mind? Change artifacts... simple. Want to run a character with different artifacts - create an alt or modify your main, simple. Am I missing something or is it 3? I remember when we didn't have allies or artifacts. You get to pick the three allies you prefer? That's awesome. I mean why the frack cant we just use every power from every power set and every pet and artifact and ally all at the same time? BECAUSE THAT'S NOT THE GAME ! WHAT'S WRONG WITH YOU? Make choices. I said this 1 million times please revamp StarHeart Fragment! Give it better abilities and a cool animation it’s one of the only ones that didn’t get a revamp or update Demons Fang and Lazarus Pit artifacts got one.

How about instead of unlimited artifact slots, the devs should just give us the ability to edit our stats up to a maximum of ten characters. With 9,999,999,999 might, 9,999,999,999 precision, 9,999,999,999power, 9,999,999,999 health, 9,999,999,999 dominance, 9,999,999,999 restoration, 9,999,999,999 vitalization and 100% grit chance, there'd be no need for artifacts. Boom, problem solved. /sarcasm
id be open to the idea of a 4th (artifact) slot (no stat boost), but its not that hard to just choose 3 (6 if you play both roles). same goes for allies. sometimes you just have to make choices.
I know you are not suggesting the 4th slot, but I like how everyone that suggests more active artis acts like it's the stats that really make the difference with 'no stats' or whatever. Like the 4th pile of damage stacks loaded on the target before dropping a finisher ISN'T what is the unbalancing thing...it's the difference that +/- might stats will make when we still have soders, omegas, cookies, LH buffs...that drive those stats up. Besides...people would still swap if we had 4...heck, they'd still swap if we had 8.
