Open World PVP - A Plea

Much as I'd love new open world pvp content, that isn't what this is about, its something simpler and more fundamental

In the wake of GU47 serious issues have arisen
In terms of content pvp and pve have been rendered all but mutually exclusive, dress for pvp and the NPC will one shot you, dress for pve and the player will one shot you - it ain't fun and it certainly isn't competitive.

The imbalance between powersets has been grossly exaggerated, and the use of pve armour opened the door for powers that can hit for 60K plus.

As, when and if the ps and pc servers merge there will be a buzz and excitement that see's mass war on the streets a la the early days a real possibility, some players will return just for that, new players may be attracted by the prospect - DC's combat system is still one of the most engaging out there so it is a natural draw for players.

But atm the ease of abuse, the ease of one-shotting vast swathes of the enemy offers the prospect of obliterating this enthusiasm and killing what has been an active and prominent aspect of the game forever.

I'm not sure what can be done, but this is now an acute problem and presents itself at a critical time of the game's life.

If the game intends to retain an element of open world pvp content then some urgent balancing needs to be done and some limits need to be placed on player damage through single attacks.

In the absence of that an alternative response is to recompose the pvp phase to a single zone operating the same mechanics as arenas do but capable of handling large unstructured groups....say create Lil Bo island without the pve content (but perhaps with the 'daily acts of heroism/villainy' left in or expanded) to provide an environment fot that impromptu style of pvp.

A third option is to scale the pvp armour to the players pve cr so that it stays in synch when used against pve opponents (at the same time addressing the one shot power imbalances).

yet another option is to revisit open world content in the pvp phase (disable pve armour) and scale npc's to a level consistent with the stats the pvp armour provides.

Are there other ideas out there? Is the problem only really confined to certain powersets, I'm quite prepared to be enlightened and I really hope there is a simple solution.

The game is likely going to feel a bit of a relaunch vibe as the servers merge, there is a great window of opportunity to make it sell itself to the widest variety of players....but only if something significant is done to make this aspect of the game (a key marketing feature at launch) viable once again. Please can it be given some love and attention.
