As far as I know it's removed from the game. I don't know if they have relocated as a drop or anything. It was the previous PvP T1 armor, but since the PvP revamp it was removed as T1. You can still see the armor as it's right next to Hawkgirl in the Meta Wing Top Right Room, but that's about it as far as I know.
I got it last week. You have to pass the first tier of PvP from which you can see Avatar Bombardier. Then go to the Meta PvP window and you'll see it under the Avatar gear in the list. Make sure you have all Tier 1 (cash) gear in order to go up to the next tier, 8 pieces of gear, two rings, neck, weapon and trinket. You can do this for the gear provided by Aquaman and Robin too, forgotten their names. Bishop
