    Maybe in the next update. Now it is GU72 and probably the next.I heard a lot of people saying it and i also asked them for this thing.Or as i suppose they will put Stats Revamp in one day and if it takes p.e(8 hours) then the next day we will have update again for 8 hours for Water Powers

    Or if Stats Revamp have a probable amount of taking little hours then in the same day Water Powers will begin. But i dont think so.Maybe DCUO community will wait for some people's arguments if anything goes wrong.
