Are you legendary or free to play/premium? After the tour of the watchtower, you get your first R&D plans, then depending on your access to the Home Turf DLC one of two missions is supposed to show up. If you have access (meaning you are legendary or have bought it meaning you are premium either before the purchase or because of it) you will receive two base styles, then a deed, then you have to consume the deed and make a base to continue leveling. If you are free to play or premium and did not buy the Home Turf DLC, I'm not sure what the process is supposed to be, but I would expect it to be similar except you would get a single "hideout" style. It sounds like somewhere along the way something went wrong with this mission showing up. I'm legendary, so I have access to Home Turf and I wouldn't be able to test what happens at that point if you don't have it. I just finished the Watchtower tour, got my R&D plans, placed my base and have my next mission to face Circe's beasts in the Tomorrow District. So definitely submit this as a ticket, its something I can't see and test for, but I wouldn't be surprised if something got messed up in the coding for that decision point in the new leveling process.
I know they are extra, but it is my understanding that certain missions only unlock at a certain level. Therefore you need the extra experience that these side missions give you in order to actually obtain the next cycle of story missions.
That is how it used to work. Previously, leveling missions would unlock when you got to a certain level. However, several updates ago, the devs combined pretty much all missions into one long arc, so regardless of level as soon as you finish one mission you are granted the next. 9 times out of 10 this means you will be at a much higher level than the mission, and in several places it back tracks. So you do a level 8, a level 10, a level 15, then another level 8 in the setup the devs have put together. But they have tuned the XP you get for completing the mission to be appropriate for its place within the overall leveling process, so while the adds and boss themselves might not give you much XP, completing the mission will. I don't remember which game update I was that changed the leveling up process from a "choose your path" process to a linear path, but the devs expressed that many new players were getting lost or overwhelmed and not understanding what to do next and felt this would help.
I forgot to mention that you can end up getting a mission now several levels before you should, at least if you started a character during the old leveling process and continue it during the new one. The one I was testing with earlier tonight just hit level 9 and received a level 12-15 mission, so it is going to be very hard for me when I decide to continue that character again.

There are certain missions you must complete before the next mission becomes available. Welcome to the Watchtower becomes available once you complete your Level 8 mentor mission. Dude, you are awesome, I was just looking at the character I put a ticket in for to see if the vault ambush did anything and LMAO, deed appeared (w/ armory) and then voila the next mission! I guess I'm reliving Noob days! It used to be unnecessary to do the vault and buy base. I've got like 20 characters without doing them and they are all T2. I guess now it's important to stop by Joker's Gift Shop and purchase in game real estate. Sweet. Thanks for confirming this is the new approach! And I still hope they give owl pets for nature users!
That's right, vault ambush should have been in there. I forgot about it because for some reason the game skipped giving that to the character i was testing with last night. Must have had that mission with that character before the leveling update, or its just another issue with starting a character before that update and finishing it after.
