I'm not sure who needs to be addressed for this to reach the right people I need a contact and mission to be restored. Something maybe an update may have moved the contact and stopped it from giving the mission but I've completed all other requirements for this feat except one. The bug of characters who did a Shard of Hope, but it was not registered for the feat has been fixed a few months ago. Affects characters get it updated upon log in. The NPCs are still in the same place they have always been. Heroes and villains have different locations.
I can't find the clio contact but if I do, you're saying the mission can still be given by her? Can you post a pic of a map where she's located?
The NPC are NOT where they have always been. I checked the location in the link and she's gone. There's a reason why the last link shows people saying that the mission isn't being given nor is the contact in the same location anymore.
She is crouched down in a front corner of the Metro building, right next to where the Minotaur spawns.
