    Manacles of Force reduces ALL [Shield] cooldowns by an additional 10%. Even works with Shield Supercharges and stacks with scrap too.

    Seems to be news to people that the Manacle also produces higher healing output than the Starheart does. Useless artifact for the most part now but 90%+ of the playerbase didn't get the memo apparently.

    Actually, maybe this isn't old news.

    Juding by the amount of people who posted "Oh I didn't knew that" in threads over the last couple of months, it is still save to say that most of them just don't read ingame descriptions.

    There was someone who said "I have the [Dead King's] Scepter, but I never used it. I don't know what it does."

    Sooo maybe there are people around there who do not know how ingame descriptions work.

    Thats the completely obvious answer. Its why people dont know a lot. How to distinguish between single and aoe, how to get an extra 10% damage from a PI, how to tank heal or troll lol etc
