    It was supposed to be fixed, but didn't:

    Weapons
    • Martial Arts' Heavy Shuriken and Two-Handed's Hammer Throw Mastery now have a short wind-up time.
    • Martial Arts
    o Corrected an issue that would sometimes prevent Knee Launch from being Vulnerable to Block


    Also Rifle is still incredibly op in PvP

    LOL!!! Well, I gave them the benefit of the doubt that they meant to fix this in gu43 since it was in the patch notes as being fixed.
