I tried to claim Legends Modern Batman & Robin, which are given through an email. Neither would work, saying I had already unlocked the form. I tried to queue up but it wouldn't let me select the characters. To clear this problem I went to the vendor, bought a different Legend character, opened it. That allowed me to claim Batman & Robin, and then I was able to queue.
