I think it's highly likely that they plan to kick off chapters with the next progression system. I'm leaning towards power rings as the next progression system like arts and allies

The devs have already said that there will be no new powers for DCUO, ever. Water didn't bring in as much money as they had hoped and view adding new powers to be a waste of money. More than likely this has something to do with the marketplace where you can spend real-life money for whatever it is.
Well if money was the problem as to why they never brought out any more powers. Then the idea of power rings could bring them an extreme amount of money just in time for chapters just like artifacts did. What will power rings do you might ask well the possibilities could be interesting interesting enough to keep you extremely active way more then artifacts did. Power rings would be a great idea since they want you to go into content with less players. Instead of making new powersets they just need to make power rings instead of not making any money out of power sets
