Those feats were retired from old content that is unavailable to do/collect, so all new players will get them for free when the seasonal comes around . XD My new toons have gotten them today as well.
Ah, interesting. The label might not have been removed for the style set if the gear says there is a feat attached, or the set remains for people to buy independent of the feat so they can have the style (the feat no longer being the pre-requisite, as the feats for that particular seasonal event were removed all together and that was one of them).
