On top of that I did not receive stabilizers fragments from duo. Anyone experienced this as well?
I believe it’s only stuff on-duty, since open world doesn’t has event versions like the on-duty instances

There aren't separate "Event" outdoor instances. Anywhere. They don't exist and have never existed. There is no separate "Event" weekly bounty anywhere in the game. Really.
No, but if you are not the entry CR you get rewards specific to the event version. (Like you get gear that only goes up to entry IL and you don't have access to content specific drops, like OP collections.)
