   I don't see it mentioned in the notes and the regular vendor gear goes to 195 item level while the elite version goes to 195.

   the sp cap was increased to 195 (same as regular vendor gear)
   elite gear is level 197 though

   This is great, my health sp will be around 82 then. The gear makes up for the health that you remove from the sp towards the might and power stats.
