So when Xbox is live will I be able to log into my PC account and play through my Xbox? Or if I had a PS? Not sure if this is where I should have posted this so sorry in advance

No, Xbox is its own server..PS4/3/PC will be able to play in the same server

It won't happen, because Sony and Microsoft won't allow it.

Microsoft wants to maintain as much control over access to their users as possible. This leads to the XBox One port being an exclusive offering to their users and helps maintain, at least, the illusion of security for the XBox Live services. There may be other competitive reasons why Microsoft won't allow shared access and Sony may share them but nothing else has (or likely will) be said by either party going forward.
