Is there a formula or something that determines the combat rating? For instance I know I had a character with all level 308 gear, but my combat rating was higher and I do not mean when I Was scaled in doom content,lol.
Yes there is a formula which you can look up. Don’t have the link off the top of my head. Someone can probably post a link to it later. Or if will if I have time

If you consider the base prices of new/er gear, the most expensive is weapon, then chest and legs, then shoulders.

Not trying to sound like I'm attacking you, but what does CR matter anyway? I'm a 372 and get dogged by 350s on a daily basis. CR is over rated, arts and sp is what is important.
There are a few things that scale based on cr so it is still important. If OP is a pet build then it is very important. Basically pet builds primary stat is CR then either might or prec.
Out of curiosity, would you be willing to share what you find lacking on the site? I've always thought it could use an update (besides the disgustingly outdated graphics), but haven't really come up with good things to add.
I mean it's quite hard since you really need storage etc so you can keep track of your things. That comes with user management etc etc etc. I was thinking of writing an web app for this myself too, but have no time haha, plus I'm a average front end dev and prefer to do backend stuff so will look quite bad . I just really wish that Daybreak would keep the census up to date and more useful. Things I like doing is: - Keep track of my CR on each role for each or my toons that I play (4-5 toons) - Knowing what the unattuned itsms cr will end up being - Knowing out of the 2 roles I have, what is the max item level item I have so I can decide when loot comes what I need more than the other - Somehting else I do is keep track of all my styles unlocked across various toons to see if I can complete feats, very useful when opening time capsules I used to use your site all the time. I like to keep track of things as I progress through my toons. I would level up some toons that are a few episodes behind, this then realy comes in handy.
